After more than two years filled with tense negotiations, several NASCAR Cup Series teams are believed to have signed NASCAR’s latest Charter agreement, which will take effect in 2025.

The first report came from FOX Sports journalist Bob Pockrass, who cited multiple industry and team sources saying each organization, except Front Row Motorsports and 23XI Racing, has signed NASCAR’s newest agreement.

Just minutes after said report was posted to social media, 23XI Racing stepped in with a statement to confirm that it had not signed NASCAR’s latest agreement by the sanctioning body’s imposed deadline.

“23XI Racing decided not to meet a NASCAR-imposed deadline last night to sign Charter agreements for its two cars for 2025 to 2031,” the opening paragraph of the statement reads. “23XI’s position, as stated in a letter to NASCAR, is that we did not have an opportunity to fairly bargain for a new Charter contract.”

This statement comes just three days after Hamlin spoke about the charter situation at NASCAR’s Playoff Media Day, calling the talks “stagnant” and saying that one side (NASCAR) would have to “wake up and be reasonable”.

“We notified NASCAR what issues needed to be addressed, in writing, at the deadline. We are interested in engaging in constructive discussions with NASCAR to address these issues and move forward in a way that comes to a fair resolution while strengthening the sport we all love.”

“At 23XI Racing, we remain committed to competing at the highest level while also standing firm in our belief that NASCAR should be governed by fair and equitable practices.

Front Row Motorsports, the other team believed to not have signed NASCAR’s latest charter agreement, has not released an official statement at this time, but told Adam Stern of Sports Business Journal that the team “is not going to comment on its charter discussions at this time.”

TobyChristie.com has made a request to NASCAR for comment on the situation, any response from the sanctioning body, or further updates, will be added to this story as an update.
